STRATEGIC COACHING

At RCC, we know that the best way to develop a proactive SNAP policy agenda is to start by deeply engaging with those closest to the work. Whenever possible, we facilitate engagement between policy advocates, application assisters, and directly impacted individuals to integrate their unique perspectives and create shared learning opportunities.

All strategic coaching retainers begin with an initial discovery and goal-setting process. After laying this foundation, we meet advocates where they are and tailor coaching to their specific needs, paired with asynchronous support between calls. Our consulting approach is directly rooted in the SNAP Policy Capacity Framework, created by RCC to develop core skills across five key areas:

Our Framework for SNAP Policy Capacity:

Data Collection & Analysis: Tracking vital metrics, including application timeliness, payment error rates, and approval trends.

Relationship Building: Connecting with agency officials, lawmakers, coalitions, and impacted individuals.

Agenda & Message Creation: Crafting proactive policy priorities and communications that move solutions forward.

Advocacy Action: Mobilizing resources and coalitions into effective legislative and administrative action.

Legislative Defense:

When state-level policy threats arise, RCC equips anti-hunger advocates to protect SNAP access, especially in challenging political environments. Staffed by veteran policy experts, we guide partners through our cyclical defense model: Prepare, Monitor, Analyze, and Respond.

We help your team evaluate the political landscape, monitor pre-filed legislation, analyze harmful bill impacts, and mobilize rapid-response messaging. Through this targeted support, state advocates can effectively counter harmful policy proposals and build sustainable capacity for future legislative sessions.
